While most EU Member States are racing to designate single centralized authorities for AI Act enforcement, Ireland is taking a deliberately different approach. Rather than concentrating enforcement power in one body, Ireland’s newly published General Scheme of the Regulation of Artificial Intelligence Bill 2026 establishes a distributed enforcement model across 13 sectoral regulators, all coordinated by a new statutory AI Office.
This move, announced formally on 16 September 2025 and detailed in the 2026 Bill scheme, positions Ireland as an early mover—but one charting a radically different course from France (ANSSI), Spain (AESIA), and the emerging consensus in Brussels.
What Ireland’s Model Actually Does
The 13-regulator framework assigns AI oversight to domain specialists:
- Financial Conduct Authority for high-risk AI in banking and insurance
- Health Information and Quality Authority for medical AI systems
- Data Protection Commission for systems affecting fundamental rights
- Digital Services Coordinator for platform risks
- And 9 others across telecoms, energy, transport, employment, and consumer protection
Each retains investigative powers—including source code access authority—and can impose penalties reaching 7% of worldwide turnover, matching the AI Act’s maximum fine structure.
The National AI Office, due by 2 August 2026, acts as a central coordinating authority. It doesn’t enforce; it orchestrates.
Why This Matters Now
With the Digital Omnibus trilogue still active (Council position: 13 March 2026; Parliament: 26 March 2026), the EU’s enforcement architecture remains unsettled. The Cypriot Presidency is pushing for conclusion before the August 2026 general application date, but uncertainty persists.
Ireland’s distributed model tests a hypothesis the EU hasn’t yet validated at scale: that sector-specific expertise beats generic AI regulation. Instead of training generalist AI bureaucrats, Ireland distributes enforcement to regulators who already understand banking risk, medical device safety, and labour market impacts.
The Practical Tension
For Irish builders and enterprises, this creates both opportunity and friction:
Opportunity: Dealing with a sector regulator you already know (your financial regulator, your health authority) may reduce coordination costs and leverage existing compliance infrastructure.
Friction: Thirteen different interpretation frameworks could create inconsistency. What counts as “high-risk” in financial services versus employment could diverge. The AI Office’s coordination mandate will be crucial—and untested.
The European Angle
If Ireland’s distributed model works, it could become a blueprint for other Member States still in designation phase. If it fragments compliance, it could become a cautionary tale.
